Forestry complex of Siberian Federal District
Forestry complex occupies one of the leading positions in the economy of the Siberian Federal District since Siberia accounts for nearly 40% of Russian forest reserves. Total land of the forest fund is 346321,7 thousand ha including softwood lands, that is 187161,3 thousand ha. Total forest reserves (basic species of wood) - 31058,17 million cubic meters. Their natural structure and age is very beneficial for use in national economy: softwood prevails, 80% of the of woods are overmature forests. Siberian forestry complex has all key segments of industry: logging, woodworking, pulp-and-paper industry and wood chemistry. A large volume of timber logging is concentrated in Western Siberia, in Tomsk, Kemerovo Oblasts and Altay Kray. Eastern Siberia accounts for 22% of import of Russia's timber logging and lumber production. Large forestry enterprises operate in Bratsk, Ust-Ilimsk, Lesosibirsk, Yeniseysk. In many region's industrial centers there are wood processing plants. Furniture is manufactured in Krasnoyarsk, Irkutsk, Achinsk, and Nazarov. Pulp and paper centers: Krasnoyarsk, Bratsk, Baykalsk, Selenginsk, Ust-Ilimsk. One of the trends of wood chemistry is production of ethyl alcohol for manufacturing of artificial rubber and further production of tires is very developed in the district; manufactures are located in Krasnoyarsk and Tomsk. Industrial forestry development pattern for the period to the year 2020 allows to construct several pulp and paper plants in the Siberian Federal District as well as launching of investment projects in the forestry complex (for example MDF manufactures). Among possible locations for pulp and paper plants: Boguchansky District (Nizhnee Priangarye, Krasnoyarsk Kray), Lesosibirsk (traditional forestry center of the Krasnoyarsk Kray); Irkutsk Oblast.
Krasnoyarsk Kray
Total are - 2339,7 thousand sq m, that is 13,7% of the territory of Russia.
Krasnoyarsk Kray is one of regions with the biggest forest reserves in the Russian Federation, it accounts for 4,5% of area covered with forests. The area of forest lands occupies 160 million ha which accounts for 15% of the total forest lands of Russia.
Forestry complex of the Krasnoyarsk Kray ranks fifth in the structure of industrial production of the Kray. Total output of forestry products manufactured on the territory of the Kray amounts to $0,25 billion. The share of forestry industry in the structure of industrial production amounts to 3,8%.
Total forest reserves of the Kray, including autonomous districts is 11,9 billion cubic meters.
Summarised periodic yield makes 59,7 million cubic meters. Only 15,3% of the periodic yield is used. Krasnoyarsk Kray is the leader in production of fiberboards in Russia. Share of the Kray in all-Russian output of fiberboards.
Forestry complex of the Krasnoyarsk Kray includes the following industries:
logging industry ;
woodworking industry ;
pulp-and-paper industry .
Key types of products manufactured in the Kray are the following:
logging sector products (industrial wood, round wood);
products of woodworking industry (lumber, railroad ties, fiberboards);
pulp-and-paper products (pulp, cardboard)
Territory of the Kray can be divided into several forestry districts:
Lesosibirsk (wood-sawing center, lumber production),
Boguchansky District ( logging center ),
Kezhemsky District (logging and lumbering),
Krasnoyarsk (lumbering and pulp-and-paper plants),
Kansk ( lumbering , lumber production ).
In 2004 Administration of Krasnoyarsk Kray adopted the Concept of Krasnoyarsk Kray forestry complex development in 2004-2015. Implementation of this project will foster considerable increase in a number of key figures of forestry industry: felling volume will increase by 1,8 times, from 9,5 to 18 thousand cubic meters and lumber production will increase by 2,5 times, from 1,8 to 4,5 thousand cubic meters.
On June 14, 2006 the project on integrated development of Nizhnee Pryangarye was adopted at the St. Petersburg International Economic Forum.
It is a government-private project aimed at creation of a new industrial district in Krasnoyarsk Kray on the base of electric power of the Bogutchanskaya Hydroelectric Plant and resource potential of the region. Investment Fund will subsidize the activity on creation of the necessary network infrastructure of the territory with 34,41 billion rubles. This activity will be held within the framework of the programme in 2006-2009.
First stage of the programme will be the upgrading of the Bogutchanskaya Hydroelectric Plant with the power output of 3000 MW and construction of an aluminium plant with the output of 600 thousand tons - establishment of Boguchansk energy and metallurgic association as the core element for development of a full system of industries in the Nizhnee Priangarye and, first of all, wood processing.
The key countries importers of round wood are China and Japan, they account for over 90% of total export of round wood from Krasnoyarsk Kray.
Lumber is exported to many countries of Asia, Europe, and Northern Africa: Japan, China, Egypt, Austria, Great Britain, Germany, Spain, Turkey, Tunisia, Lebanon, Greece, Italy, and France. Pulp is exported to China, Ireland, Italy, Republic of Korea, Poland, and Slovakia.
