The 2nd Interles-Lisino Forest Summit will take
place on June 22-25, 2010
The date of Interles-Lisino Forest Summit was approved at the
meeting of St. Peterbusrg International Forestry Forum Organizing
Committee which took place on August 28, 2009 at the office of Presidential
Plenipotentiary Envoy to the Northwest Federal District. The 2nd
Interles-Lisino Forest Summit and the 13th International Specialized
Exhibition on technologies and equipment for forestry, logging and
primary woodworking in the forest INTERLES will take place on June
22-25, 2010 at Lisinsky Forest College in Lisino-Korpus town, Leningrad
Oblast. Federal Forestry Agency of the Russian Federation and RESTECT
Exhibition Company are the organizers.

The Committee for Natural Resources and Environmental
Protection of the Leningrad oblast supports the Summit and Exhibition
Interles.
The Head of the Committee Alexander Stepchenko has signed the invitation
to Forestry enterprises for participation in the summit and Exhibition.

LSR Group has launched a new wood processing
plant in Leningrad oblast
The joint project of Austrian Company Mayr-Melnhof Holz Gmbh and
LSR group was implemented by the MM-Efimovsky with the support of
the Leningrad regional government.
The first stage of the plant is a wood-sawing enterprise with the
area of 24 hectares. The construction of the first stage took less
than three years from the cornerstone ceremony. According to the
LSR Press Release, it is now one of the most advanced plants of
the region.
There is a land lot reserved for the Phase 2 of the project, an
LVL producing plant construction of which is planned to be launched
in 2010. Thus the total area of the plant including access roads
and a railway spur will total to 42 hectares.
The plant will be the largest enterprise in the North-Western Region
of Russia. Its annual capacity after reaching the targets will make
up over 650 thousand cubic meters of incoming round timber, finished
product volume will make up 350 thousand cubic meters of industrial
wood a year. The main consumers of the new wood processing enterprise
are the companies of construction and furniture industries. Investment
volume to the project made up about 80 mln Euro.

The Ministry of Agriculture will control usage
efficiency of the forest deductions from the federal budget by the
regions
A working group will be created under the Ministry of Agriculture
of the Russian Federation in the nearest future for evaluation of
usage efficiency of the means allotted from the federal budget to
Russian constituent entities for exercising of their authorities
in the sphere of forest industry. This was announced by Elena Skrynnik,
the Ministry Head, at the session on the State, Problems and Development
Prospects of the Forestry industry of the Russian Federation held
on April 28, 2009.
According to the press-service of the Ministry of Agriculture of
the Russian Federation, in 2008 17.1 billion Rubles were transferred
from the federal budget for the executive bodies of Russian constituent
entities to perform their authorities in the sphere of forestry
relations. That is 40% more than in 2007.
The regions allotted 3.6 billion Rubles for the forest industry.
In 2009 17.6 billion Rubles are scheduled to be transferred for
those purposes from the federal budget.
Alexei Badjanov, the Deputy Minister said at the session that according
to Russian Forest Code the regions now have full powers in organisation
of forest use, protection, regeneration, maintenance, as well as
in the domain of state forest control and monitoring.
The federal center still keeps the function of legal regulation
of forest relations and formation of the state forest policy, as
well as control of performance of the given authorities by Russian
constituent entities and usage of subventions.
Alexei Savinov, the Head of the Federal Forestry Agency provided
the information about the current situation regarding forest fires
in the Russian Federation. He emphasized that the number of forest
fires in the Russian Federation is twice less, and the area passed
by fire is now 3.5 times less as compared with the same period in
2008. As of April 28 this year about 3.5 thousand forest fires were
registered since the beginning of the fire season. The area passed
by fire amounted to105 thousand hectares.
In general, it was mentioned at the session that the forest industry
of Russia is entering a new stage of development based on the principles
of long-term forest planning, oriented to stable functioning of
the forestry complex, increase of its impact into social and economic
progress of the country.
